New Jersey’s laws concerning cell phone use while driving are already in place. All drivers must use hands-free devices while driving, and text messaging has been prohibited. Furthermore, school bus drivers and drivers under 21 with intermediate licenses or learners permits are forbidden from using cell phones while driving. There is one more law pending, which would forbid all public transport vehicle operators from text messaging while their vehicle is moving.
