Minnesota has laws in place which prevent those under 18 or with intermediate licenses from using cell phones while driving and laws which ban texting by any and all drivers. Furthermore, there is pending legislation which would limit use of cell phones to hands-free technology only.

THE PENDING LEGISLATION

Subd. 2. Prohibition on use. (a) No person may operate a motor vehicle while:

(1) using a wireless communications device to compose, read, or send an electronic message,; or

(2) using a cellular phone to (i) talk or listen on the phone; (ii) hold the phone to, or in the immediate proximity of, the person’s ear; or (iii) otherwise communicate over the phone.

(b) The prohibitions in paragraph (a) apply when the vehicle is in motion or a part of traffic.
