The District of Columbia is another state with stringent cell phone laws. Drivers are required to use hands-free devices, and those with learners permits are not allowed to use cell phones at all. In addition, school bus drivers are restricted from cell phone use while driving. Enforcement of these laws began in the summer of 2004, and there is a $100 fee which can be waived if proof of purchase of a hands-free device is presented.
