Arizona only bans school bus drivers from using cell phones. Locally, it is illegal to text while driving in Phoenix. However, pending legislation exists which seeks to ban text messaging while driving, such as HB2191 which states:
THE LAW
A person who operates a motor vehicle on a highway shall not use a cellular telephone to engage in a call while the motor vehicle is in motion unless the cellular telephone is equipped with a hands-free device.
